JTC 1 approves the "Revised Statement of JTC 1 Policy on Interoperability" as contained in document JTC 1 N 3825 and requests its Secretariat to incorporate this Policy into the next revision of the JTC 1 Directives.

Resolution 4 Establishment of ISO/IEC JTC 1/SC 31 on Standardization of Automatic Data Capture (ADC)

Considering that there is a need to:

facilitate the convergence of existing standards where these conflict communicate standards to a global audience prepare international standards as business needs dictate recognize current regional and national standards programmes and wherever possible adopt existing standards within the international framework prioritize work programmes to ensure that immediate areas of business concern are addressed promptly (e.g., Bar Code and Data Content standards)

A. JTC 1 establishes a new Subcommittee on Automatic Data Capture (Subcommittee 31) with an initial Title and Area of Work:

Title: ISO/IEC JTC 1/SC 31 - Automatic Data Capture Area of Work: Standardization of common coding; data format, syntax, and structure; and enabling technologies for individually and uniquely identifying items and entities without human intervention. Excluded: Work assigned to another international subcommittee or international technical committee, such as ISO/IEC JTC 1/SC 17 areas of work on identification cards ISO TC 104/SC 4 in the areas radio frequency identification for identification and communication ISO TC 204 in the areas of radio frequency identification for transport and control systems ISO TC 68/SC 6 areas of work on financial transaction cards, related media, and operations ISO TC 23/SC 19 areas of work on animal identification

B. JTC 1 views that, for the orderly progress of work and preservation of scarce national resources, it is essential that principles such as contained in document CEN/TC 225 N251, "CEN/TC 225 Symbology Selection Criteria", be adopted by SC 31 Principles that should be considered for adoption include: Activities undertaken by this subcommittee shall give priority to addressing global, multi-industry standardization requirements. Technologies will be candidate work items only where they are available under terms and conditions consistent with the ISO/IEC Patent Policy. Technologies will be candidate work items only where there has been a substantiated international business need. Technologies will be candidate work items only where there exists suitable implementation artifacts, (e.g., hardware). SC 31 is requested to confirm this view by the December, 1996 JTC 1 Plenary and to reflect appropriately these principles in a revised statement of "Area of Work" and/or associated documentation. SC 31 is further requested to: revise the "Area of Work" statement in Clause A above to use terminology that is more understandable to both ADC experts and the broader standardization community (e.g., "enabling technologies") and to ensure that the statement (particularly its punctuation) is translatable in multiple languages. review all relevant liaison relationships (such as those listed in JTC 1 N3647, Attachment 6) for potential addition to the exclusion list in the "Area of Work" statement. take note of the "Standardization Considerations" contained in Annex 1 of JTC 1 N3821 as they relate to the scope of the SC 31 program of work, as well as the concerns of the French National Body (JTC 1 N4025) as they relate to the inclusion of "data content" standards in the program of work. C. JTC 1 accepts the offer of the United States National Body to provide a Chairman and Secretariat for SC 31. D. JTC 1 authorizes the initial meeting of SC 31 to be held during the week of 17 June 1996 and requests the SC 31 Secretariat to make the necessary arrangements for the meeting and to advise the JTC 1 Secretariat of these arrangements as soon as possible. The SC 31 Secretariat is further requested to invite CEN 225 to nominate representatives to participate in the initial meeting of SC 31. E. The JTC 1 Secretariat is requested to initiate a call for National Body membership in SC 31 with a response date prior to the first meeting. F. SC 31 is requested to review the relative business demand (priorities) associated with ADC program areas contained in document JTC 1 N3821, Annex 1 and advise JTC 1 at its December 1996 Plenary of any changes. In this review, SC 31 should take note of the views expressed by the French National Body in document JTC 1 N4025 as they pertain to Radio Frequency Identification. G. Initially, SC 31 will focus its work on areas identified in JTC 1 N3821, Annex 1, as having HIGH "Business Demand". This includes the processing of appropriate NPs to cover the work in these areas. Before moving into any other work area, SC 31 shall seek JTC 1 approval of its plans. Regarding such plans, SC 31 is requested to provide JTC 1 with documentation which addresses the principles contained in Clause B above, as well as the identification of P-Members likely to participate in the work for each new program area to be considered.

In view of the close collaboration that is expected between the JTC 1 SC 31 and CEN TC 225 and applying the Vienna Agreement where applicable, the SC 31 Secretariat is requested to contact the Secretariat of CEN TC 225 to obtain copies of appropriate CEN TC 225 documents (e.g., mature draft standards), and to request that the SC 31 Secretariat be placed on the mailing list for CEN TC 225 documents. These documents should be circulated to the SC 31 National Bodies for information.

Resolution 5 Future of SC 15

Having reviewed the report of the JTC 1 Ad Hoc on the Future of SC 15 as contained in document JTC 1 N 3931 revised and in view of the Plenary discussions on this topic, JTC 1 resolves that:

1. JTC 1/SC 15 be disbanded by the end of July 1996

2. The JTC 1 Secretariat circulate the list of International Standards assigned to SC 15 for maintenance (See attachment 2 of N 3931 revised) and invite Subcommittees, in particular SC 11 and SC 23, and National Bodies and Liaison Organizations to consider taking over the maintenance responsibility for each project.

Resolution 5A Cancellation of SC 15 Projects

1. Project 1.15.01.01.01 (Information Interchange between Open Systems by Interchangeable Storage Media - Basic Reference Model - Part 1: Intersystem and Intrasystem Relationship (ISO/IEC CD 15047-1) be cancelled.

2. Project 1.15.08.01 (Revision of ISO 9660: 1988, Volume and

File Structure of CD ROM for Information Interchange) be canceled.

Resolution 6 SC 7 Terms of Reference

Having considered the National Body and Liaison comments on the proposed new Terms of Reference of SC 7 as contained in document JTC 1 N 3787, JTC 1 forwards documents JTC 1 N 3999, N 4003, N 4008, N 4009, N 4010 and N 4026 to SC 7 for review and resolution of the comments and preparation of a new revised Terms of Reference, if appropriate, for further consideration by JTC 1.

Resolution 7 Release of Model Standards

JTC 1 instructs its Secretariat to request approval from the ISO and IEC Councils to place the following documents on the World Wide Web:

Resolution 8 JTC 1 Re-engineering

JTC 1 has reviewed the contributions received on the topic of JTC 1 re-engineering and as a result:

JTC 1 establishes for itself the Initial List of Goals and Objectives listed in Attachment 1

JTC 1 assigns to certain National Bodies the responsibility of preparing initial contributions on a number of topics which are essential to meet the goals and objectives. These assignments are listed in Attachment 2. When developing these topics, the responsible National Bodies are to consider:

3. JTC 1 establishes the following schedule for completing and reviewing the assignments:

The responsible National Body forwards the initial draft to the JTC 1 Secretariat by 1 May 1996

The JTC 1 Secretariat sets up a Reflector (JTC 1 National Bodies and SCs) for JTC 1 re-engineering and posts the initial drafts on the Reflector for National Body and SC review and comment

All National Body and SC comments on the initial drafts are forwarded to the JTC 1 Secretariat by 7 June 1996

The JTC 1 Secretariat forwards the comments to the responsible National Body for consideration

The responsible National Body forwards the revised draft to the Secretariat by 1 July 1996 for posting on the Reflector

JTC 1 establishes an Ad Hoc on JTC 1 Re-engineering to:

Review the revised drafts

Prepare the roadmap to achieve the set Objectives

Prepare the JTC 1 Business Plan

Review the current JTC 1 structure and mode of operation against the roadmap and business plan and recommend structural and operational (process)changes, as appropriate

The first meeting of the Ad Hoc Group is scheduled for 30 July - 1 August 1996 in the New York City area

Resolution 9 IEC/TC 100

Having reviewed the Terms of Reference of IEC/TC 100, JTC 1 National Bodies are requested to contact their respective IEC/TC 100 National Committee preferably by 31 May 1996 to establish liaison and ensure coordination at the national level with the objective of reducing potential conflict and overlap between JTC 1 and IEC/TC 100.

In addition, JTC 1 requests SC 23 and SWG-GII to each nominate a representative to attend the next IEC/TC 100 meeting, 17-20 September 1996 on behalf of JTC 1 and report the results at the next JTC 1 Plenary meeting in Paris in December 1996.

Resolution 10 JTC 1 Relationship with Regional Workshops on Open Systems

JTC 1 forwards document JTC 1 N 3996, Australian National Body Contribution on JTC 1 Relationship with Regional Workshops on Open Systems, to SGFS for review. SGFS is requested to submit a response to this document for consideration at the next JTC 1 Plenary meeting in Paris in December 1996.

Resolution 11 JTC 1/ETSI Agreement

JTC 1 accepts document JTC 1 N 4049 as the "Agreement on Technical Cooperation between JTC 1 and ETSI." JTC 1 requests its Secretariat to forward this document to ETSI for acceptance and to the ISO and IEC Councils for endorsement.

Resolution 12 Modified DIS Procedure

JTC 1 accepts document JTC 1 N 4041, Report of the Ad Hoc on Modified DIS Procedure, and instructs its Secretariat to forward this document and its supporting documentation to the ITTF as JTC 1's response to the ISO/TMB concerns on this topic. When approved, JTC 1 instructs its Secretariat to update the JTC 1 Directives and to arrange with the ITTF an appropriate implementation schedule.

Resolution 13 Reference Specifications

JTC 1 accepts the report of the Working Group on Reference Specifications as given in document JTC 1 N 4048, and resolves:

1. To approve a policy that normative referencing from JTC 1 International Standards or International Standardized Profiles to documents other than International Standards are permitted, subject to the Guidelines in JTC 1 N 4046 and N 4047.

2. To approve document JTC 1 N 4046 - The Normative Referencing of Specifications other than International Standards in JTC 1 International Standards - Guidelines for JTC 1 SCs. Further, JTC 1 resolves to initiate a trial period ending July 1998, after which the applicability and usefulness of the guidelines should be evaluated.

The JTC 1 Secretariat is requested to update the JTC 1 Directives accordingly.

3. To approve document JTC 1 N 4047 - The Normative Referencing of Specifications other than International Standards in International Standardized Profiles - Guidelines for ISP Submitters. JTC 1 resolves to initiate a trial period ending July 1998 during which time the applicability and usefulness of the guidelines should be evaluated. Further, during the trial period, review of National Body experiences and concerns about the application of the guidelines will be a standing topic on the agenda of the JTC 1 Plenary meeting. SGFS is also requested to report at the Plenary on experiences and concerns.

The JTC 1 Secretariat is requested to update the JTC 1 Directives accordingly.

4. To request its Secretariat to establish an e-mail reflector among the member body PAS Mentor contacts as identified in N 3842 and any revisions to N 3842. JTC 1 expects the PAS Mentor contacts to share their insights and collective experiences toward the end that each member body may, at their discretion, produce material for newsletters and flyers in support of the PAS Transposition and RS processes and progress. Further, the PAS Mentor contacts are asked to inform the Secretariat about such progress, as appropriate.

5. As the trial period for the PAS Transposition process is coming to an end (nominally at the time of the next Plenary), to invite its member bodies to submit contributions to the next Plenary summarizing experience gained during the trial period and, if necessary, propose any changes to the process.

6. As JTC 1/WG-RS has accomplished its task, to disband WG-RS concurrent with the approval of the above resolutions. JTC 1 thanks the group, and in particular its Convener, Mr. Ulrich Hartmann, for their fine work.

Resolution 14 SWG-GII

JTC 1 accepts the report of the Special Working Group on GII as given in document JTC 1 N 4056 revised, and resolves:

To instruct its Secretariat to issue a call to JTC 1 National Bodies for membership in the SWG-GII

To request SC 1, SC 6, SC 18, SC 21, SC 22, SC 25, SC 27, SC 29, SC 30 and SGFS (and any other interested SC) to nominate a representative(s) to participate in SWG-GII and in particular as technical experts in the June meeting with ITU-T/JRG on GII

To request ITTF for assistance in identifying a list of relevant ISO and IEC TCs who will have input to the planned GII Standards Roadmap and to contact these TCs with invitation to liaison and participation in the SWG-GII

To note the distinction between Users and Consumers provided in document N3994 and welcomes the initiative of the Australian NB in preparing the user manifesto in order to facilitate SCs in taking the requirements of each of these categories into account in developing JTC 1 standards in the context of the GII

To note document N4037 prepared by ITU-T/JRG on GII and further resolves that

JTC 1 Secretariat send definitions of user/consumer to ITU-T (from user consumer manifesto) for inclusion in revised ITU-T/TSAG Temporary Document 251-E

JTC 1 Secretariat circulate N4037 for review to JTC 1 SCs, SGFS and SWG-CA with the request to provide information on their existing GII related standards, work in progress , activities etc. which will enable SWG-GII to complete and complement the N4037 Table by June 10th.

To request the National Bodies to submit recommendations and contributions no later than 30 April 1996 to be considered in preparation for the 10-14 June 1996 SWG-GII meeting.

To note the Recommndation K4.4 in the Report of the GII Seminar prepared by the JTC 1/Ad Hoc on GII and resolves to request the Convenor of SWG-GII to forward a copy of the report and brief status statement on the SWG-GII to OECD/ICCP by 20th March, 1996.

To request its SCs, SGFS and SWG-CA to identify standards and work items within their program that they think may be relevant to GII, and report these to the SWG-GII as soon as possible to enable the earliest development of the GII Standards Roadmap and its use in the work of the SWG-GII.

Resolution 15 Standardization in the Field of EDI and Open-edi

JTC 1 has reviewed the contributions received on the topic of standardization in the field of EDI and Open-edi and as a result, JTC 1 endorses the position of SC 30 as contained in document JTC 1 N 3875. In particular, JTC 1 endorses the Open-edi Reference Model (ISO/IEC CD 14662.2) as its strategy in this area and as such JTC 1 instructs SC 30 to consider the completion of this project as its highest priority.

In addition, JTC 1 forwards document JTC 1 N 3809 to SC 30 for its consideration.

Resolution 16 BSR Forum

JTC 1 authorizes SC 1, SC 14, SC 21 and SC 30 to nominate a representative(s) to represent JTC 1 at future BSR Forum meetings. The nomination of these representatives should be submitted to the JTC 1 Secretariat as soon as possible. JTC 1 requests that SC 30 coordinate the JTC 1 positions and appoint a Head of Delegation.

Resolution 27 Workshop on Standards for the Use of Models that Define the Data and Processes of Information Systems

JTC 1 approves the proposal for a Workshop on Standards for the Use of Models that Define the Data and Processes of Information Systems as contained in document JTC 1 N 4005.

JTC 1 notes that the JTC 1 Guidelines for conducting Workshops (including the status of the output documents) must be observed. JTC 1 encourages its SCs to participate in this Workshop, in particular SC 7, SC 14, SC 21 and SC 22 and asks that ISO/TC 46 and ISO/TC 204 also be invited and encouraged to attend. In addition, JTC 1 asks the SC 21 Chairman, Mr. Bartoli, to report the results of this Workshop to the next JTC 1 Plenary meeting in Paris in December 1996.

Resolution 28 Program Management

JTC 1 reminds its National Bodies and SCs of Resolution 22 of the Kista Plenary which calls for more effective program management.

1. JTC 1 requests its National Bodies to conduct reviews of SC work programs consistent with the DIN study in JTC 1 N 3506 on an immediate basis. The emphasis of these reviews should be on determining the continued market validity of SC projects. JTC 1 requests National Bodies to forward these studies to the appropriate JTC 1 SCs in adequate time for use in managing their respective work programs.

2. JTC 1 reminds its SCs that effective program management is a major part of their activities. JTC 1 requests each SC to consider the results of item 1 in managing their respective work programs.

SCs are instructed to report the results of these efforts to JTC 1 as part of their management reports into the JTC 1 Plenary meeting in Paris in December 1996.

Resolution 29 Relationship Between JTC 1/SC 1 and IEC/TC 56

Having received document JTC 1 N 4044, Report on the Relations Between JTC 1/SC 1 and IEC/TC 56, JTC 1:

Reaffirms SC 1's authority for terminology of IT, including the areas of reliability, maintainability and availability

Authorizes SC 1 to continue its work on DIS 2382-14: Vocabulary - Part 14: Reliability, Maintainability and Availability

Authorizes SC 1 to establish a Joint Harmonization Group (JHG) composed of representatives of JTC 1/SC 1, IEC/TC 1 and IEC/TC 56

Resolution 29A Participation in ISO/IEC JTC 1/SC 1

JTC 1 encourages all JTC 1 Subcommittees and National Bodies

to participate in and support the work of SC 1.

Resolution 30 ITU-T and ISO/IEC JTC 1 Cooperation

JTC1 resolves to revise the Guide for ITU-T and ISO/IEC JTC 1 Cooperation to take into account the revised DIS process as described in JTC1 N4041, and any other necessary changes in operating procedure, on the following timescale:

A revised draft of the Guide will be circulated as soon as possible after the JTC1 Sydney meeting for National Body comment by July 15th 1996.

A special JTC1/ITU-T coordination meeting will be held (contiguously with the JTC1/SC6 meeting) in Guernsey, Channel Islands on Friday, September 27th, 1996.

Any SC having an opportunity to review the draft is encouraged to submit their comments to the special co-ordination meeting.

4. Final approval from JTC 1 is expected at the JTC 1 Paris meeting in December 1996.

Resolution 31 JTC 1 and ISO/TC 154

Having noted the reactivation of ISO/TC 154 and the resolutions taken at the meeting in Koln, in particular, resolution 88 containing an interpretation of ISO/TC 154 scope, JTC 1 requests ISO to provide a clarification of the scope of TC 154.

JTC 1 acknowledges ISO/TC 154 responsibility for the maintenance of ISO 9735. JTC 1 requests its Secretariat to advise ISO/TC 154 that JTC 1/SC 30 expects to play a key role in the maintenance of ISO 9735 in the future.

JTC 1 accepts the report of Ad Hoc Group A as given in document JTC 1 N 4055, and resolves:

1. To approve the revised version of the JTC 1 policy on Electronic Document Distribution contained in JTC 1 N 4054 and resolves to apply the revision with immediate effect.

2. To instruct the editor of the "Electronic Document Tips and Techniques Guide" document (Mr P.A. Gibbon) to prepare a revised version of N 3819 and provide supplementary information according to the instructions to the editor in N 4055 (Attachment 2). National Bodies and SCs are requested to review the revision of N 3819 and submit comments by June 30, 1996.

3. To instruct its Secretariat to distribute the following documents to National Bodies and Subcommittees for comment by June 30, 1996:

N 3887 - Use of Existing JTC 1 Standards in Implementing On-Line Creation/ Distribution of Standards

N 3888 - CD-ROM Use

N 3889 - Collaborative Computing and Standards Development

N 3901- Draft Transition Plan for Implementation of IT

N 4051 - Creation and Maintenance of Web Pages

4. To approve the response to the ITSCG strategies (N 4053) and directs its Secretariat to forward the response to the ITSCG Secretariat.

5. To request the Canadian National Body to continue development of a draft guidelines document on World Wide Web Aspects of the IT Implementation Strategy including consideration for a JTC 1 web page logo. The revised guidelines should incorporate comments received on N 3966, N 4035 and N 4051 and with consideration of N 4039.

JTC 1 requests its National Bodies and Subcommittees to provide URL addresses for JTC 1 related home pages to Dr. Makoto Ikeda, ISO Central Secretariat (ikeda@isocs.iso.ch).

JTC 1 authorizes participation by SC 22, SC 24, and other interested SCs and WGs in the ISO web page pilot project described in N 4051. Results from the trial will be input to the revised JTC 1 guidelines document.

6. To authorize an additional meeting of the Ad Hoc group on the Implementation of Information Technology to be held in London, UK September 30 - October 2, 1996 and appoints Mr. Tom Frost as Convenor.

Resolution 32A Proposals for JTC 1 Information Policy

1. That all of the project-related documents on page 1 of Annex A of JTC 1 N 4028 up to but not including the DIS stage, be changed from "DEF" to "OPEN" and a footnote be added in these cases saying: "the location where comments should be sent (e.g., to an appropriate NB contact) should be indicated", Recognizing that JTC 1 N 4028 is currently dependent on the draft policies in JTC 1 N 4039, the ad hoc group is also proposing comments on N 4039 supporting our rationale. The proposed changes to JTC 1 N 4028 are subject to approval of corresponding changes by ISO and IEC as recommended in document JTC 1 N 4052.

2. To endorse the comments in JTC 1 N 4052 on "Draft Policy Concerning the distribution of ISO Documents Electronically For The Preparation of Standards" (JTC 1 N 4039) and instructs the Secretariat to forward the comments to the ITCSG Secretariat.

3. To instruct its Secretariat to notify ITTF of the SC 21, SC 27 and SGFS administrative documents being made available on the WWW.

Contingent upon ITTF approval for placing the SGFS taxonomy on the WWW, JTC 1 accepts the offer of France to provide the French language version of the introductory page(s). When available, France should advise the JTC 1 Secretariat of the web address of the French language version so that it may be linked to the English language version.

Resolution 33 Future Meetings

The following schedule of JTC 1 Plenary Meetings is agreed:

10-13 December 1996 - Paris, France

9-12 September 1997 - Ottawa, Canada

May 1998 - Japan

January 1999 - Brazil

The JTC 1 Chairman and Secretariat will have a one-day discussion forum with the JTC 1 Sub-group Chairmen and Conveners preceding the Plenary Meeting. Heads of Delegations will be invited to attend.

a) JTC 1 expresses its appreciation to Mr. Ross Wraight, Chief Executive, Standards Australia, for his welcoming remarks and expressions of support of the work of JTC 1.
